Final Report on Monitoring Results of the “The National Action Plan for 2012-2015 on combating corruption”

1mainOn September 7, 2016, “Transparency Azerbaijan” – national chapter of “Transparency International”, with financial support ofUnited States Agency for International Development (USAID) and in partnership with Constitution Research Fund presented to broad public the final report prepared based on the results of on the monitoring of the “The National Action Plan for 2012-2015 on combating corruption” (NAP) in the framework of “Azerbaijan Partnership for Transparency” project.

Alimammad Nuriyev, president of “Constitution” Research Fund made opening of the event and provided information on monitoring process. The National Action Plan (NAP) is comprised of actions reflected in 125 items and implemented by the State bodies, committees, municipalities, State-owned companies and other stakeholders. The actions are grouped in 28 areas. Nuriyev noted that the activities in National Action plan were supposed to be completed by the end of 2015. Many activities continued even after December, 2015 and therefore the group of experts monitored the activities undertaken within NAP until May, 2016.

Then, Rana Safaraliyeva, executive director of “Transparency Azerbaijan” informed participants on work done in the framework of the “Azerbaijan Partnership for Transparency” project and shared her thoughts on monitoring of NAP.

Zaur Ibrahimov, the expert at “Constitution” Research Fund presented the Final Report. According to him, the years 2014-2015 were more active in NAP implementation. The group of experts considers that the reduction in oil revenues boosted the reforms. The reforms continued in the areas like customs system, public procurement, assignment of social payments, taxes, regulation of financial markets, and privatization of public property.

However, there is no significant change in the solution of problems in mandatory insurance, adoption of Competition Code, and accountability of public institutes mentioned in the previous report (2015). NAP was not implemented up to the expectation in the areas where corruption risk is high. Especially, the areas such as public procurement, privatization of public properties, fiscal transparency, and control system for the efficient use of budget were not improved. On the other hand, failure to carry out some of the legislative reforms within NAP creates barriers for the integrity and practical results of anticorruption measures.

According to statistical assessment, the lowest values of NAP implementation are in the areas with high risk of corruption. To illustrate, according to statistical analysis, the lowest execution rate was found on 14th direction (improvement of public procurement and increasing transparency).

The general overview is that, the process of taking action on improving the regulatory framework on a larger scale, updating procedures, development and adoption of the development concepts of various fields and application of e-services has been completed.
