GOVERNMENT AND CIVIL SOCIETY DISCUSS Problems in Registration of Private Houses and Their Solutions

11822934_966972593323583_3865572969897501363_oTransparency Azerbaijan, with support from the United States Agency for International Development (USAID), organized a roundtable to discuss problems in registration of private houses and their solutions.The roundtable is the latest in a series within the Azerbaijan Partnership for Transparency (APT) project designed to facilitate dialogue between the government institutions and NGOs with the aim of increasing transparency and accountability of government institutions and processes.
Representatives of the State Committee on Property Issues, Prosecutor General’s Anti-Corruption Department, Ministry of Emergency Situations, State Committee for Architecture and Urban Building, Executive Authority of Baku City and other state agencies, as well as civil society members participated in the roundtable. Rena Safaraliyeva, Executive Director of Transparency Azerbaijan made an opening speech stating that the exchange of views between government and civil society that takes place at the roundtable is essential for improving transparency and accountability in the area of private house registration.
Speaking at the event, Hafiz Hasanov, independent expert, noted that the situation in the area of private house registration has been going well since the adoption of Town Planning and Reconstruction Code. Simultaneously, the control over private house registration has been simplified. However, according to Hasanov, there are also some difficulties in the field of the construction of private houses, operation and real estate registration in the state register. He indicated that the present document included recommendations for simplification of construction, operation and registration of private houses, in addition to analysis of current situation.
Then Mahammad Muradov, National Integrity System project coordinator of Transparency Azerbaijan put forward suggestions to increase transparency and the level of electronic services in the field of registration of private houses.
TA’s written recommendations along with advises from civil society organizations were delivered to the respective public agencies.
