“Transparency International” announces Corruption Perceptions Index (CPI 2024) for 2024

111111Transparency Azerbaijan, a national chapter of Transparency International in Azerbaijan, presents the Corruption Perceptions Index  for 2024

The Corruption Perceptions Index (CPI) prepared by Transparency International   ranks countries based on the degree of perception of corruption in the public sector. The Index is prepared on the basis of various surveys and assessments conducted by a number of influential international institutions.   The CPI is an assessment of perceptions of corruption in the public sector.

 The  Corruption Perceptions Index global average remains unchanged, with more than two-thirds of countries scoring below 50. This indicates serious corruption problems

In 2024, Azerbaijan ranks 154th out of 180 countries  surveyed  in the CPI with 22 points. According to the results of 2023 Azerbaijan get 23 points.

A total of 13 different reports were used in the preparation of the overall CPI. These reports assess the position of countries on a number of political, economic and social criteria that affect the effectiveness of their anti-corruption policiesy. Information about Azerbaijan was prepared on the basis of 6 different sources. A complete list of sources can be found in the «Questions and Answers» document attached hereto.

Since 2022, the World Economic Forum assessment has not been taken into account, so a sharp decline has been observed.

 Transparency Azerbaijan calls on the government to take measures to more effectively implement the “National Action Plan for Strengthening the Fight against Corruption for 2022-2026” and to establish an independent monitoring mechanism. Transparency Azerbaijan emphasizes the great anti-corruption potential of the new law “On Public Procurement”, which will enter into force from January 1, 2024, and notes the importance of deepening reforms to increase the level of transparency, accountability, and openness in the public procurement system. It draws attention to the need to take more effective measures based on the results of external state financial control measures carried out by the Chamber of Accounts, strengthen criminal prosecution of corruption offenses, introduce new tools such as income declarations, and disclose beneficial ownership information. At the same time, it calls for the expansion of reforms to increase the efficiency of justice, and for the implementation of measures that will strengthen the responsibility of state bodies and state-owned companies performing public services in matters of transparency and accountability.
