E-GOVERNMENT WILL MINIMIZE CORRUPTION RISKS

SONY DSCTransparency Azerbaijan held a roundtable on «the role of e-government in the struggle against corruption» in the frame of the «Media development: Struggle against Corruption» project. Ismayil Aliyev, representative of Internews media outlet, which is a partner of the project, said that the media could have an important role in publicizing the possible role of technology in lessening corruption and building active involvement on the part of the Azerbaijani people in this process. It was also noted that the improvement of internet services is a necessary precondition for the successful establishment of e-governance. Lawyer Alimammad Nuriyev blamed the prevalence and importance of face-to-face relationships between citizen and officials for much of the corruption in Azerbaijan, and said that e-governance will reduce corruption by limiting these citizen-state interactions. It was mentioned that e-government initiatives have been established at the Ministry of Taxes and at the Ministry of Labour and People’s Social Defense.
It was also noted that citizens need to become more aware of how to use this service, and that it should be the responsibility of media and NGOs for raising awareness. According to Transparency Azerbaijan, establishing e-government must be widely discussed and the government should make proposals to media and NGOs to raise awareness about the issue.Transparency Azerbaijan holds that without a concerted government effort to education the population about e-governance, it will be difficult for the population to benefit
