The monitoring report on the National Anti-Corruption Action Plan for 2012-2015 is released

In partnership with Transparency Azerbaijan (TA), “Constitution” Research Foundation (CRF) released its final monitoring report on the implementation of the National Anti-Corruption Action Plan (NAP) of the Republic of Azerbaijan for years 2012-2015. The assessment was prepared within the framework of TA’s “Azerbaijan Partnership for Transparency” project.
After opening remarks by Rena Safaraliyeva, TA Executive Director, and Alimammad Nuriyev, CRF President, Zaur Ibrahimov, an expert at CRF, delivered a presentation about the findings of the report. The document examined the status of 2 and 48 activities mandated by the NAP to be implemented during the years 2012 and 2013 respectively.
The report found that while one activity was partially delivered, the other was not executed in 2012. Of 48 action items slated for 2013, 1 was fully implemented, 14 were done 50 percent or more, and no progress was made on 6. Put differently, 29.6% of activities were partially implemented and 12,5% were not carried out at all.
The implementation phase of the Action Plan covers the years of 2013 and 2014 for the most part. The findings of the monitoring report indicate that delays in implementing the provisions of the NAP may have adverse implications in the ensuing years and put the strategy’s successful implementation at risk.More…
