GOVERNMENT AND CIVIL SOCIETY REFORMS AND PROBLEMS IN THE NOTARY PUBLIC SERVICE

BAKU — Transparency Azerbaijan presents the results of monitoring of notary public offices(assessment of customer satisfaction and ensuring transparency). The report was prepared with the support from the U.S. Agency for International Development (USAID) and in collaboration with the Ministry of Justice. Transparency Azerbaijan aims to facilitate dialogue between the government institutions and NGOs on increasing transparency and accountability.
The monitoring was conducted among 20 public and private offices, with two notary offices randomly selected from each district of Baku, on the basis of transparency and satisfaction indicators. The results of the monitoring demonstrate that notary offices from the Nizami district provide better services than offices in the other districts of Baku. Another key finding is that the private offices ensure better services than their public counterparts. Thus, the highest scores were given to private notaries such as the Notary Office No.52, Notary Office No.15 in Nizami district, and Notary Office No 14 in Nasimi district. The monitoring also revealed the positive results of institutional reforms on the introduction of the institute of private notary institution. Transparency Azerbaijan presented specific recommendations based on the monitoring report to provide better user-friendly and transparent notary services. The report can be downloaded here.
